Prequalification - construction industry
The ACT Government requires that contractors be prequalified to tender for works estimated at greater than $250,000, and consultants where the fee is estimated at greater than $50,000. The ACT Government also administers 2 National Prequalification Schemes for Building Non Residential ($50m and greater) and Civil Road and Bridge (no dollar threshold).
Prequalification is awarded within specific financial limits for contractors. Consultants undertake a financial viability check only. Renewal of prequalification is an annual occurrence. In conjunction with the financial assessment suppliers are required to demonstrate that they have the following in place:
- The technical and financial capacity to undertake works;
- Appropriate management systems in place such as quality assurance, occupational health, safety and rehabilitation, environmental management systems;
- Current and appropriate insurances, licences and mandatory technical qualifications; and
- Comply with the National Code of Practice for the Construction Industry (if relevant).
Systems are audited for compliance, either by third party auditors or ACT Government accredited second party auditors.
