Making purchases (ACT Government officers)

Under the ACT Government Procurement Framework (Procurement Framework), Territory entities are responsible for planning, undertaking and managing their own procurements in accordance with the Government Procurement Act 2001, associated instruments, and internal procedures.
Procurement advice and support
- Procurement ACT provides whole of government policy, guidance, tools and advisory support to assist Territory entities to undertake procurement in accordance with the Procurement Framework.
- Procurement ACT provides goods and services procurement related support to Territory entities through a tiered service support offering. This includes the development and implementation of whole of government procurement policy, guidance, tools and advisory services. Support is provided commensurate with the capability of the Territory entity and the scale, scope and risk of the procurement. Procurement ACT does not manage all procurements on behalf of Territory entities, with responsibility remaining with the relevant entity and its authorised delegates.
- Business areas should ensure procurements are conducted in line with their internal delegations, processes and record keeping requirements.

About the procurement process
- Procurement better practice guides provide practical guidance to support Territory entities to apply the Procurement Framework commensurate to the scale, scope and risk based manner.
- Whole of government arrangements (contracts and panels) should be considered as a first step when planning a procurement.
- Open approaches to market are published on Tenders ACT.
- Territory entities are encouraged to identify forward opportunities through Anticipated Procurement Activity (APA) reporting.
